Why do Man City pay stupid money for average players?

Because even when good players are offered a lot of money from man city, they dont want to move there. Take Drogba for example. He's a really good player and man city offered him a lot of money last summer. He didnt move because Man City isnt the kind of club that most people want to play for. So instead of wasting there time bidding on good players, they pay for average players who will move for the money.
