Why does Wenger ALWAYS get the blame rather than the Arsenal board?

but the board has said they would give arsene wenger money to spend and he doesnt do that, he choose to rely on his youngsters, its proven almunia isnt a keeper to compete for the title, so why hasnt wenger bought a keeper, all this hype about almunia would be replaced was literally pointless
